On the basis of it, regulations and instructions for the protection of the civilian population, material and cultural values in the Kingdom have been developed, and the duties of the armed forces and the state services have been ordered. The 'gladiator' pattern helmets worn by the civilian Luftschutz (Air Defence) organization first appeared in 1938.
