It I see people do like them for customizing so no point in throwing them away when someone could use them to customize their army with. Basically set at 15 just because lots of 5 go for 4. Jt I don’t care that much just worth the time to package and ship. So from customizing to finding some good heads no use for them I’m sure someone does.
