It contains both non-error printings of Scott number 2173 Luis Munoz Marin. The dull gummed sheet singles are perforated 11. The stamps are from the huge SECOND GREAT AMERICANS series. Munoz Marin was printed on the A press and issued 2-18-90. Juan Maldonado was the designer. Intentionally untagged stamps were assigned to the D press in 1991 to meet the new USPS guidelines and released later that year. All stamps are bullseye perforated. The carmine colored stamps were issued in panes of 100 with descriptive selvage and one corner Plate Number. This was the only Great American printed with the zip code sharing the same row as the plate number (on both bottom position panes). Tagging omitted errors from plate #1 were known before the stamps were intentionally untagged. All Muñoz stamps were withdrawn without announcement mid 1999. Only about half as many untagged stamps were shipped compared to the overall tagged variety.
