I did a little research and think this is a 1983 Chevy Cargo Van because of the square grid grill, the squared off head lights (earlier vans had round head lights), and the squared off tail lights. But, the year nor the make of the van is marked anywhere that I could find on the model or the box. None-the-less, the prominent front crash bumper, the off road overhead lights, and the rear spoiler along with the flame graphics make it distinctive looking. The front doors and the rear doors open to reveal the interior. There is battery space but whatever the battery was for is also not included. It does have a pull back feature for the kid in all of us. This car is a C10, New and Mint in the box, and the box will typically have some shelf wear.
