No date given, but one of the photographic illustration mentions Leroy Lambert as Commissioner of Public Works, and our research shows that he held that office in 1932 . (It also seems that scandal surrounded him). The narrative describes what a by-pass system is ( a loop system around a congested district), what was suggested specifically for Spokane's By-Pass System, why it should be constructed by the state, and why the cost projections were reasonable. It also quotes "authorities" who favored such ssytems and the civic and community organizations that were in favor. Softcover, 8.5x11 inches, 11 pages, with two maps and two photographic illustrations. Decorative paper cover. Very good condition, light damp stain right corner of pages, toning around the edge of the cover. Very uncommon piece of Spokane history.
