THE GREAT SEAL On one side of the medal is the Great Seal of the United States. The design of the Great Seal was the first order of business undertaken by the Continental Congress after the signing of the Declaration of Independence. On July 4, 1776, the Continental Congress, meeting in Philadel-phia, resolved that Benjamin Franklin, John Adams, and Thomas Jefferson be a Committee to prepare the Seal of the United States. After many delays, and the appoint-ment of two additional Committees, Congress finally approved the design of the Great Seal six years later on June 20, 1782— when the country was functioning under the Articles of Confederation. The symbolism of the Seal reflects the aspirations of the young nation. The American Eagle stands unsupported to denote that the new nation must rely on its own abilities and strength. Symbolizing the power of war and peace, the Eagle grasps 13 arrows in his left talon and an olive branch in his right talon. On his chest, the Eagle carries a shield with 13 stripes, signifying the 13 original colonies, joined together in a "solid compact which unites all." This sentiment is repeated in the motto "E PLURIBUSUNUM." The colors of the shield also have symbolic meaning. White was to signify purity and innocence, while red represents hardiness and valour. The blue symbolizes vigilance, perseverance and justice. Above the Eagle appears "a new constellation" made up of 13 stars representing the 13 original States and denoting "a new state taking its place and rank among other sovereign powers."The Great Seal is set in a Bicentennial design including the symbol of the American Revolution Bicentennial. Proclaiming the basic principle of our government as one of, by and for the people are the opening words of the Constitution-"We the People."THE STATUE OF LIBERTY The other side of the medal symbolizes the growth of the Republic over 200 years and its commitment to the promise of democracy. The 50 stars represent each of the states and their contributions to the development of the United States. The Administrator, the Board of Directors, and the Advisory Council-the three entities established under PublicLaw 93-179 to oversee the participation by the Federal Government in the Nation's Bicentennial-have jointly determined that revenues from the sale of the National Bicentennial Medals will be used primarily to fund national, state and community Bicentennial activities.
