Carrillo. The appointment of demarcation commissions was stipulated. Clearly established borders would be maintained. The populations would always remain on the side of the nation to which they belonged. In the doubtful points the titles would be resorted to; in the absence of these, to equity; and in case of disagreement, to arbitration.
